Thank you Mayor Bibb for moratorium on utility shutoffs
Statement of Our CPP
November 10, 2025
Our CPP commends Cleveland Mayor Justin Bibb and his administration for declaring a 30-day moratorium on utility shutoffs for customers of Cleveland Public Power and Cleveland Water. The moratorium, which went into effect on Nov. 7, is a quick and much needed response to recent cuts in federal SNAP benefits.
We agree with Mayor Bibb when he says, “No one should have to choose between keeping the lights on and putting food on the table. This moratorium is about giving our residents breathing room, stability and dignity while Washington works to resolve this crisis.”
The temporary relief shows how locally-controlled municipal utilities can act with empathy and are assets for our city. We look forward to partnering with the Bibb administration to support continued smart, compassionate policies — and to develop long-term solutions to reduce the cost burden of utility bills. From our outreach to CPP ratepayers, we know that affordability is a major concern.
Our CPP is a coalition of residents, organizations, and technical experts dedicated to supporting the transformation of Cleveland Public Power into a model municipal utility that is community-driven, affordable, reliable, and clean and green.
